Preferably ex-special forces, who have served in or near the country you want to build it in. If you can't afford to keep them on retainer, perhaps you can temporarily hire the for information, with a promise to bring them on later when you have more money. You need deep working knowledge of the area, culture, crime, policing, who to bribe and how often, who to trust and how much, etc. I'm sure they could point you in a good place to build at, or help you find a place. He preferred hiring ex-snipers but you don't necessarily need that.

I would strongly advise selling the cut stuff only to the ones who complained; don't punish others because they can't handle good coke. You also need to know how to make it a more or less uniform powder so there's no hot spots. There's also a way to re-rock it but my friend died before ever showing me how. I'm sure some people here could tell you.
