GBL is pretty actively watched now in the U.S., though I'm not sure how Europe treats it. A simple reflux with NaOH or KOH and you're there (+ some saline). That said, if I recall correctly, GBL can also be synthesized from THF, which is generally much less watched. So then THF --> GBL --> GHB. There's another route to it involving adding oxygen to 1,4-butanediol, which itself is a pro-drug for GHB, but argaubly less safe and not quite as recreationally desireable. Really? Here in central Europe you can buy it in stores as paint stripper without any problems. In my small city they did not have it but they were glad to help you and order it for you. I did not put much effort in searching for best purity product so ended up buying 50-60% GBL only product. And sorry for my English...it is not my first language :P.
