I see some people in Facebook, WhatsApp, and Telegram groups selling flight tickets, plane or bus, for a lower price.
How do they do that? Is this legal? Isn't there a law, how does one assign the real personal name of the traveler? The police may arrest the person if he asks where he bought the flight ticket.
Please explain this matter !

They either card them or they get hacked accounts with Loyalty points, transfer the Loyalty Points to new accounts then Book the Flights/Hotels with them, there is also Scammers who will just take your Money and give you nothing. About 10 years ago there used to be a Travel Vendor on Markets like Agora, Dream, etc, he used a Similar Method with the Loyalty Points.

There are ways to reduce risk but yeas some international operations targeted this before it was very widesread. I think prices was around 30%. i consider points less risk than carded. if there is a chargeback and you standing there what do you do except leave/
