I can definitely see pros and cons but the cons IMO outweighs the pros because a market could take total control of this community and same with vendors with enough duplicate accounts, honestly too many vulnerabilities for it to be feasible described as is.

well the payment will be for people to get in, like markets that ask for a fee to be a vendor, but it'll also help maintaining the site
