Having never lived in Cambodia I don't know the answer to this, but I'm actually kind of curious given the lack of government involvement in a lot of situations. Why just not make friends with somebody and get whatever you want locally. I mean sure you can go on the markets you're probably better off going local. I would ask the same question of somebody that lives in a country where drugs are pretty much been decriminalized not saying that you should go one way or the other just asking innocent question. There are many vendors out there that ship worldwide, but that's probably to the more popular areas of the world so if you do find somebody that has a listing with WW I would message the vendor and see what is possible.
