I havent been able to find a setting like that anywhere.
You can do it with a persistent script after tails has booted but just know that tails is an amnesic operating system. That means all the same configuration every time you boot. The one with javascript on. If that changes your tails is compromised.
Very valid point. I did not consider that setting configuration alone could be a potential OPSEC foul. Everything counts.
Best I've seen are scripts to set all the necessary items in about:config. The scripts I've seen have to be run manually after Tails is started.
