Yeah Qubes is by far the most secure especially when you configure everything right and use disposable whonix vms. However if you're not pretty comfortable with linux already it's going to be a very steep learning curve. If that's the case i'd recommend using a linux distro like Debian or Ubuntu with full disk encryption, then learn to set up whonix and read the whonix security documentation. That's plenty for most people TAILS is usually the go to recommendation for most people because it doesn't require much configuration and it's amnesiac
